Admin CP ---> Boards ---> Add board (where you want it)
Type in the name of the board and discription.
Then where order is drop down the drop down menu, select child board and then select the board you want the sub board to be in.
Add board.
Get me?

Yeah, if you have no forums visible to an unregistered guest, you're violating SMF TOS and may have your forums deleted.

And even if you wouldn't be violating the SMG ToS, then it would stop those guests from registering, which is not what you want.
