Admin CP -> Members -> Members -> Desired member -> Modify Profile -> Account Related Settings -> Primary Membergroup

Then change the member to whatever group you want.

You could also just click their name...taking you to their profile and if on an admin account you'll have an option on the left of the page called "Account Related" and changing their membergroup is an option.
