locked and sticky topics issue

I have the Guidelines in a board locked  and  sticky as  the  first  topic  
how do I add a second  sticky  topic  right under the guidelines  without  
it  becoming  the first topic  over  the  guidelines

unstick the stickies then stick them in the order needed.

A MUST READ FOR MEMBERS   =    sticky =  I want people to post on this, but I want the topic to stay under the Guidlines  in  second place.
someone posted on this and it went  above  the guidelines

I understand what you are saying,
If you lock post and make it sticky, it's at the top!!
But....
anything made sticky after that, goes above the locked post!
I have not found any way around this, good luck.
