There are many ways to do it.
When viewing the thread look at the bottom where the tabs are on the left.
You'll see  "lock topic" and "set topic sticky" there.

From the Boards Index -  you can put a checkmarrk across from the thread you want to lock or sticky.
Then go to the very bottom, use the dropdown box, and do it there  (lock selected - sticky selected)
How you do it from the Board Index depends on how you have it set in your Profile/Look and Layout Prefs/Show quick moderation on message index as
If set to "checkboxes" you can simply put a check across from the thread.
If set to "icons" you'll see lock and sticky icons across from the thread.

You can also when making the topic click Additional Options and choose to lock or sticky it there.
