Global Moderators have permissions to moderate the ENTIRE forum.

The Moderator membergroup is a special membergroup. Permissions and settings assigned to this group apply to moderators but only on the boards they moderate. Outside these boards they're just like any other member.

When you create a new board, you will see a text box next to "Moderators". The members who's names you place in this box will have moderator permissions in this board (move, sticky, lock, etc.). But outside of that board they have normal permissions.

Global moderator, is in fact, a membergroup in which all users in it have permission to moderate all boards (by default) [such as: lock, edit, unlock, sticky, unsticky, etc].

The "moderator" group is not really a group. It's a permission mask that is applied to all users that have been assigned as a "moderator" to a specific board. The moderator permissions will only apply in that and only that board (unless you defined it otherwise).

In short, moderators generally moderate individual boards and don't necessarily have a group assigned to them; whilst global moderators moderate all boards and are shown as a global moderator.
