Wow, that sounds like a big server usage item.  I don't think we would see that as a free forum item.

There are 2 huge reasons why he will not allow uploading/downloading.

1. Massive Server Consumption - (as LL explained).
2. People would take advantage of it and upload/download illegal material.

Because of #2, SMF would constantly have to monitor everything that was uploaded and he doesnt have time for that.
