Well, I'm Vrage, and I'm here to promote our new forum, which helps new and veteran game designers to get the latest info, news, engines, etc, to be able to make new games and launch it on our website. We hope people interested in web/game design can join us .
Even if you are completely new, cannot program, then we will help you make a game on your own(with a little assistance) in less than 15 days (a demo version at the least)

Note: We have even 10-13 year olds on our forums, so It's not that hard to create a game
We have led several of these New designers and kids to make their own games, which  has been displayed on the ShowCase of the Website.
